About the Role

Reporting to Neil Daykin, Manager Service Programs Healthy Waterways, this is a pivotal role within the Service Programs Healthy Waterways team. As the Senior Service Planner, you will work as part of a team delivering services to achieve a suite of healthy waterway objectives driven by the Healthy Waterway Strategy. Your role will be responsible for managing three programs that support healthy waterways:

  • Physical Form & Habitat
  • Litter Management
  • Ecological and Social Values Monitoring

Managing these programs involves:

  • Applying knowledge of:
    • waterway physical form geomorphological processes and in-stream habitat types
    • how to manage litter holistically throughout the drainage network and waterway system
    • methods of monitoring and tracking progress of the ecological and social values of waterways
    • developing and planning a 3-10 year rolling investment program, and apply asset management principles (with a focus on Plan and Review steps) to achieve these outcomes
  • Working closely with the Healthy Waterways Service Enablement Team, who focus on delivering the Implementation and Operate steps of the Asset Management Cycle
  • Apply appropriate Levels of Service to plan for and develop a balanced program of works (including an appropriate suite of asset and non-asset intervention strategies) to achieve strategic outcomes
  • Review and report on program performance, and identify improvement opportunities
  • Supporting the development and writing of business cases for on-ground works or improvement projects
  • Working with consultants and internal partners and teams to deliver program improvements
  • Reviewing and managing key artefacts (such as Guidelines or Policies)

About you:

  • Our successful candidate will be able to hit the ground running, able to work autonomously with access to the line manager when required.
  • Experience in all relevant social, cultural, economic and environmental aspects of waterway management.
  • Good problem solving and analytical skills which adds value to the business and waterways.
  • Strategic thinker to develop and manage 3-10 year investment programs.
  • Extensive coordination, prioritisation and time management skills to deliver on long-term objectives while managing day-to-day challenges within tight timeframes and work unsupervised.
  • Experience in developing effective networks in a diverse and complex multiagency delivery environment. 
  • Demonstrated ability to effectively communicate verbally and in writing with all stakeholders and partners and to prepare and deliver information to an audience in a professional manner.

This is a substantial opportunity to contribute to and prepare the component of Melbourne Water’s 2026-31 investment price submission to the Essential Services Commission, that will have a material and enduring impact to the social, environmental and cultural health of the region’s waterways.

This is a 12-month Fixed Term Parental Leave backfill.
