A new commission has been launched to investigate broad public sector reform across one state.

The Victorian Public Sector Commission (VPSC) has been inaugurated by Commissioner Belinda Clark, and has been set up to replace the State Services Authority (SSA).

The VPSC has a mandate for change, as well as continuing the administrative functions of its predecessor.

The VPSC was built on the back of the Public Administration Amendment (Public Sector Improvement Act) 2014 (PDF), which came into effect on April 1.

The Act re-iterates codes of conduct and expected standards which had been issued by the Public Sector Standards Commissioner.

All previous SSA programs and services will be carried over, including the handling of the government-wide People Matter Survey and Workforce data collections.

VPSC will also continue administering the Government Sector Executive Remuneration Panel, eRecruitment system, and the Graduate Recruitment and Development Scheme.

The new body will conduct inquiries on the orders of the Premier, or commissions from public sector leaders.

It will advise and support public sector administration, governance, service delivery and workforce management and development, as well as performing regulatory activities around codes of conduct lobbyist registers.

The VPSC is set to operate internally and externally with respect to the Victorian government, delivering government services and responding to the needs of its workers.
