Victoria's new red tape commissioner John Lloyd has started work, charged with cutting red tape for Victorian businesses.

Treasurer Kim Wells said the Victorian Government has a comprehensive program to reduce red tape by 25 per cent.

"Our red tape reduction program is on track to deliver more than half a billion dollars in annual benefits to the Victorian economy by reducing or removing unnecessary requirements or restrictions imposed by red tape.

"John Lloyd's appointment will help us take the next step in our regulation reform agenda.

"One of Mr Lloyd's first jobs will be to consult with the business community to identify a priority list of high impact actions," Mr Wells said.

Mr Lloyd was formerly the Australian Building and Construction Commissioner, Deputy Secretary of the Commonwealth Department of Employment and Workplace Relations and Senior Deputy President of the Australian Industrial Relations Commission.

Most recently he was engaged as the director of the Work Reform and Productivity Unit at the Institute of Public Affairs.
