About the Organisation

With an administrative hub based in Newman, in the Pilbara region of Western Australia, The Puntukurnu Aboriginal Medical Service (PAMS) provides holistic primary health care to the individuals and families within the remote communities of Jigalong, Parnngurr, Punmu and Kunawarritji.

PAMS has over 700 registered clients, with most being Martu. Services offered include health education and promotion programs and initiatives, as well as the monitoring and management of ongoing health issues such as diabetes, hypertension, ante-natal & post-natal care and child health.

About the Opportunity

The Community Health Programs Manager reports to and is directly accountable to the Chief Executive Officer, and is responsible for managing the day to day operations and service delivery of a number of integrated community health programs across the Martu Aboriginal communities of Jigalong, Parnngurr, Punmu and Kunawarritji.

The occupant is expected to oversee the delivery of high quality services and community health programs in alignment with PAMS’ contractual obligations and strategic direction.

This position is based in Newman but required to travel to the remote communities of Jigalong, Parnngurr, Punmu and Kunawarritji as and when required.

About You

To be considered for this position, you must have:

  • Relevant tertiary qualification(s) which may include health services management, community development and/or psychology, social work, social science.
  • Demonstrable experience in supervising, leading and managing a team across different locations, capacity and operations for the successful achievement of program goals and tasks.
  • Strong understanding and a commitment to the principles of Community Development.
  • Understanding of the principles of the model of Aboriginal Community Controlled Health Services.
  • Demonstrated ability to communicate effectively and sensitively with Aboriginal people.
  • A demonstrated understanding of the unique issues affecting and impacting on the health and wellbeing of Aboriginal people.
  • Ability to work calmly and consistently under pressure with a capacity to respond to crisis and to prioritise and manage multiple and competing work tasks and deliver to agreed deadlines
  • Ability to engage in leadership and management processes including multi-disciplinary/cross sector initiatives, partnerships
  • Highly developed and demonstrated communication (verbal and in writing) skills, with a particular emphasis on developing effective working relationships with a variety of interest groups, individuals and organisations.
  • Well-developed financial management skills including understanding and skilled in managing the requirements of a complex program budget and contract reporting.
  • Sound judgment, problem solving and decision making skills with an ability to contribute to the planning and development of the service and a capacity to manage change.

The position involves working with a multicultural organisation where the majority of staff, clients and stakeholders identify as Aboriginal or Torres Strait Islander. Candidates must be able to demonstrate an understanding of the issues affecting Aboriginal and Torres Strait Islander people and their ability to communicate sensitively and effectively with Aboriginal and Torres Strait Islander people.

Please note: In addition to the above skills and experience, the successful candidate will require an unrestricted WA “C” Class Driver’s Licence, and be required to submit a National Police Clearance (dated within 3 months) prior to appointment, in order to be eligible for the position.

This position offers the opportunity to work closely with remote Aboriginal communities and make a drastic impact to the health and well-being outcomes of these communities.

PAMS operates four remote sites, three of which have a team of one nurse and a range of ancillary workers. Although the successful candidates will have a substantive location (Newman) they must be prepared from time to time to work across any one of these sites should they be required.

PAMS operates in some of the most remote parts of Australia and staff are required to be proficient at driving a 4WD vehicle and willing to fly in light aircraft.
